Electronic Ballot Request System (EBRS) – Overview

EBRS allows qualified Montana voters with disabilities to apply for an absentee ballot, receive it, and mark it electronically.

Disability Defined

“Disability” means a temporary or permanent mental or physical impairment such as:

  • impaired vision;
  • impaired hearing;
  • impaired mobility. Individuals having impaired mobility include those who require use of a wheelchair and those who are ambulatory but are physically impaired because of age, disability, or disease.
  • impaired mental or physical functioning that makes it difficult for the person to participate in the process of voting.

Availability

Qualified Montana voters can access the EBRS beginning 30 days before the 2026 Federal Elections. All EBRS ballots must be voted, returned, and received by 8 p.m., the close of the polls, on Election Day.

Directions

Step 1: Request a Ballot

  • Access the EBRS request application from the SOS website at https://sosmt.gov/elections/disabilities.
  • Click the “Apply for electronic ballot” link and complete the application.
  • Print and return the EBRS application to your county election office by mail, email, or in person.

Step 2: Receive the Code for Ballot Access

  • After the county processes your EBRS ballot request, you will receive an email from the system that includes an alphanumeric code (PIN) you will need to access your electronic ballot.

Step 3: Mark Your Ballot

  • Mark your ballot selections.
  • Review and confirm your ballot selections.

Step 4: Print Your Ballot, Transmission Cover Sheet, and Envelope Templates

  • Return your ballot and supporting documents to your county election office via mail or in person.
  • Track your ballot online at My Voter Information or contact your county election office.
